The process is similar to state-level standing offer arrangements. An agency identifies a creative requirement, confirms it falls within the panel scope, approaches one or more panel suppliers for quotes, assesses value for money, and engages the preferred supplier under the arrangement conditions.
For smaller engagements, a single quote may satisfy value for money obligations. For larger or more complex projects, approaching multiple suppliers for competitive quotes is standard practice and produces a stronger procurement record.
Commonwealth Procurement Rules apply throughout. Agencies should ensure their procurement approach is consistent with their internal financial delegations and any agency-specific procurement policies that sit above the framework requirements.
What a typical federal engagement looks like
A federal agency communications team needs a behaviour change campaign for a national audience. They have a brief, a budget, and a delivery deadline tied to a ministerial announcement. They identify suppliers on SON4009385 with demonstrated experience in behaviour change communications and government campaign delivery at scale.
They issue a brief and request quotes. Suppliers respond with approach, methodology, team, timeline, and price. The agency assesses responses and selects a preferred supplier on value for money grounds. A work order is issued under the arrangement. The project begins.
The compliance framework is already in place. The agency's obligation is to document the value for money decision and maintain an appropriate procurement record.
